# TollRelay

Give every agent a spending limit that sellers check.

This is for the team running the agents. Your agents buy data, compute and parts on their own. TollRelay tells each seller which company the agent works for and what it may spend, before the seller takes the order.

For an agent: GET https://api.trlay.dev/agents.md for the three calls. Send your pass on every request. If a seller turns you away, stop and ask your owner to raise the limit.

We are working with a few sellers and companies first. Tell us what your agents buy, or what you sell to them: hello@tollrelay.com.

## The first command

```sh
npx @tollrelay/cli init --region eu --handle acme
```

It registers the organisation, sends the sign-in link and issues the first pass. What it prints:

```text
Organisation name: Acme Construction
Work email for the sign-in link: ops@acme.example
Organisation created.
  id: org_eu_bf1b3b08f4370d63f102f4d4018f1bb0
  handle: acme
  stored in: the EU
  verification: unverified
  receipt: rcpt_eu_4ff30c1e80a4545e1d67a0bcbf34b2b0
The sign-in link is on its way to ops@acme.example.
Label for the first pass (acme-agent-1): research-agent
Pass issued.
  mid: mid_eu_829fbb4263d995cc84bc55ce95500fcc
  handle: acme/research-agent
  private key: /home/ops/.trlay/keys/mid_eu_829fbb4263d995cc84bc55ce95500fcc.json
Keep the trlay command: npm i -g @tollrelay/cli
Then set its spending limit: trlay limits set acme/research-agent --usd-per-day <usd>
```

## Agents can pay for things now. Sellers still can't tell who sent them.

An agent with a card can spend anything, anywhere, and afterwards nobody can say who allowed it. TollRelay gives each agent a pass with a limit a person signed, and every seller can read it before taking the order.

One order, from both sides:

1. **Request**: the agent sends its request with its pass attached.
2. **Check**: the hire desk checks the pass and sees who is buying before it quotes: the company, verified, its limit, and whether a person must approve.
3. **Approve**: the quote is over $1,500, so a person at the company approves it, on a screen no agent can reach.
4. **Receipt**: the money goes straight from the company's wallet to the hire company, inside its limit. Both sides hold the same receipt, so reconciling is matching two ids.

## Three places can stop a purchase, and the limit you set reaches all of them.

- **The seller** checks the pass before it takes the order and turns away one that is over the limit.
- **The wallet** declines a payment above the limit TollRelay wrote into it, even if a seller never checked.
- **A person** approves anything above the line you set, on a screen no agent can reach.

TollRelay keeps the history of all three. It never holds or moves the money.

The person who signs off on spend has [the finance page](https://tollrelay.com/finance), and anyone selling to agents has [the sellers page](https://tollrelay.com/sellers).

For sellers: one call tells you who is buying and whether they may. See https://tollrelay.com/sellers.

For finance: every purchase sits beside its limit and the person who signed it. See https://tollrelay.com/finance.

## What we chose not to build

- **No cut of the sale**: Companies pay for passes and sellers pay per check. Neither pays a share of what is sold.
- **No place in the payment**: Sellers charge the way they already do, x402 and MPP included, and keep their own customers. TollRelay sits beside the payment, never inside it.
- **No data moved between the EU and the US**: You choose the EU or the US once. Your agents, limits and history stay there.
- **No wallet**: Your agents pay with the wallet you already use. TollRelay writes each agent's limit into it.

## Questions people ask us

### Can an agent still overspend?

Not past your wallet, once it is connected. The wallet declines any payment over the limit TollRelay wrote into it. A seller that doesn't check passes can still be paid inside that limit, and the purchase shows in your history from the wallet's side.

### What if a seller doesn't check passes?

Nothing breaks. Your wallet's limit still applies. Sellers who do check can serve your agents without an account, which is the reason most will start.

### Who checks my company, and what do sellers see?

An identity verification company, named on the signup page, checks your company once, before sellers rely on your agents. Sellers see your legal name, your country and the result. They never see your documents.

### Does TollRelay hold or move money?

No. Sellers charge the way they already do and your agents pay from your wallet. TollRelay records the payment reference the seller reports.

### Why should a seller trust a pass?

Each request is signed with the agent's own key, under a company TollRelay has verified. Anyone can check the signature against the public keys we publish.
